Is there a way, on z/OS with CICS to tell the high water mark for the number of concurrent Natural users?

SYSTP should give you what you need:

E (Environment-Dependent Functions) →
C (NCI Global System Information) →

If you’re running with the Roll Server:
SYSTP → R → R
use PF8 until you see: Maximum number of users allocated
